RAIEC is an organization of proposing art education and communication to achieve better society in Japan.

Discovery, Education and Communication are the main idea of us and we produce international photography festival on the top of Mt.ROKKO, Kobe. Therefore we collaborate with foreign festivals and programs to bring high level review with better communication. We also create open portfolio viewing, first class artist's slideshow and also an emerging photographer's show. We produce those programs working with young university students, galleries and frameworks beyond the difference in position.

Mt.ROKKO INTERNATIONAL PHOTO FESTIVAL will be a cooperative program with ROKKO MEETS ART, a contemporary art program hold also on the top of Mt.ROKKO.

TAKEKI SUGIYAMA
Takeki Sugiyama is Gallery Director of Gallery TANTO TEMPO and theory of clouds in Kobe, Japan. A photography collector since 2006, Takeki Sugiyama is dedicated to creating a photographic community with a strong emphasis on education and industry that can contribute and strengthen the Japanese culture. He opened the photography gallery, Gallery TANTO TEMPO in 2008, and theory of clouds gallery in 2011 in Kobe with his strong vision of fostering
photography communication/art education through the strong photographic stories. He attends many photography festivals all around the world and this November 2013 he will produce the first communication-centered photography festival in Japan at Mt. Rokko in Kobe. He will offer the opportunities for young photographers to take part in the Portfolio Review. Reviewers will bring them a chance.

And he places emphasis on art education to create better communication in the society.
